R v Port of London Authority, ex p Kynoch 
- It was known policy of the Port Authority to build new docks itself rather than to use contractors to do it
- Could the decision to refuse an application by a contractor be quashed
- As long as the authority did not shut its ears to applications, it was entitled to have a self-made policy
