- Some friends of Cox were arrested and placed in a police van
- Cox continually opened the van’s door to talk to a friend, against an order by a police officer; he was arrested
- Was Cox causing an obstruction of the officer’s duty?
- An obstructive act need not be intentionally wilful or aimed at a police officer
